PAS 2030 Installer scheme

PAS 2030 Installer Scheme  | What it is

The PAS 2030 Installer Scheme is a generic term used to refer to the process of gaining PAS 2030 certification and then accessing funding for the benefit of the home owner.

PAS 2030 lays out a set of requirements that is adopted by Green Deal and Eco installers to ensure that the low carbon energy measures they install in homes are to a high standard.

PAS 2030 | How to gain certification

To become part of the PAS 2030 Installer Scheme there is an element of preparation to get assessment ready. Once you are assessment ready, you can then engage with a certification body to carry out your assessments for PAS 2030 certification and TrustMark registration.

Getting assessment ready

There are two steps to becoming assessment ready:

  1. Quality Management System
    • You will need to implement a quality management system (set of documents, policies and procedures) that demonstrates that it meets the standard.
  2. Skills competency
    • Dependant on the measure that you are going for, you will need to demonstrate that there is the correct vocational qualifications and up to date health and safety training in place.
    • This includes having a qualified Retrofit Co-ordinator/Assessor as part of your installation process

Certification/registration

Once you are assessment ready, you can engage with a Certification Body to carry out the relevant audits for certification:

  1. UKAS Certification Body Assessment
    • A UKAS accredited certification body will need to carry out an audit on your management system and technical inspections (pre, mid and post installation) on a sample of your installations.
  2. TrustMark Registration
    • You will then need to gain TrustMark Registration via a TrustMark Scheme Provider. Usually your Certification Body is also a TrustMark scheme provider.

What are the benefits to becoming part of the PAS 2030 Installer Scheme?

In a nutshell the commercial benefits are huge for your organisation. The government funding is helping home owners to be able to afford to update their energy efficiency measures, meaning many more opportunities for eco installers. There are other benefits too. Organisations who have PAS 2030 certification have proven their competency, skills and quality of installs – meaning much higher degrees of trust and confidence in your organisation.

PAS 2035

PAS 2035 is a standard, not a certification

We get many enquiries asking how to gain certification for PAS 2035.

That’s the first main misunderstanding. PAS 2035 is a standard, however it is not a certification.

The reason behind PAS 2030:2019 and PAS 2035

Existing properties in the UK are the least energy efficient dwellings in Europe. With more than 50% of existing properties being built before 1965, the Government and large energy providers recognised that funding would be required to encourage home owners to make their properties more energy efficient.

This ‘Retrofit’ scheme needed to be created to ensure that funding would only be used on high quality installations, therefore PAS 2030 was introduced.

What is PAS 2030?

PAS 2030:2019 is the latest standard that was released in July 2019, with only a small number of certification bodies, including Simply, offering certification.

The standard sets out a range of requirements that need to be met to gain certification. Having this certification then allows installers to register onto the Green Deal Orb. Only if you are listed on the Green Deal Orb can your customers benefit from the Green Home Efficiency Scheme, which a property owner can get up to £5,000 of funding towards the cost of a new installation.

What is PAS 2035?

In a nutshell it is the specification and guidance to the retrofitting of dwellings for improved energy efficiency. Every installer, to gain PAS 2030:2019 needs to demonstrate their ability to have a ‘whole house approach’ i.e. be able to plan an installation that considers the whole of the house; there is no point in getting a brand new boiler if the windows are performing poor.

A new certification body, Simply Certification Limited, was launched in August 2020 and promises to make the ISO and PAS 2030 certification experience to its customers and enjoyable one!

Austin Gibbons, one of the founders of Simply explains;

“I’ve worked in the industry for a few years now as a lead auditor and consultant and it became really apparent to me that organisations actually viewed certification assessments on the whole as a negative experience. Often dreading ‘that time of year’ again which I felt was a shame.

It also appeared to me and that many certification bodies in general were quite dry and didn’t have much of personal appeal. Customer service and a positive culture is everything for a successful business, however this had seemed to be lost in the midst of assessments, standards and compliancy for many certification bodies.”

Austin continues;

“Simply Certification was born out of a team of us coming together with the same vision, attitude and passion; to provide a certification experience that wasn’t needlessly overcomplicated, that our clients enjoy and that is an overall great customer experience.

We are able to provide independent certification that satisfies many our client’s customers’ requirements. However we are underway to gain UKAS accreditation across a number of standards, which brings even more value to our customers.”

Based in the North East of England, Simply Certification are offering a range of products, including:

Launched in August 2020, Simply Certification is aiming to be the certification body of choice for the construction industry.

Austin Gibbons, one of the founding members of Simply explains:

“Construction is the natural choice for Simply as our key sector. Our team have huge experience in the sector as assessors, consultants and other disciplines which brings a lot to the table for our clients.

We’ve launched this new certification body as we felt the market was in desperate need of a provider that didn’t overcomplicate certification and who provided an enjoyable customer experience. There are many certification bodies around that have become large institutions that are feared and that have lost the “customer comes first” approach.

Our approach is personable, reliable and friendly. We recognise that yearly ISO assessments are often dreaded due to organisations not having a good relationship with their provider. We have broken the mould on this and work in a collaborative manner. Our customers come first and we are there to help their business to flourish.

Assessments should be seen as an opportunity to take a step back and take a look at a business to find improvements. Not a horrendous experience trying to quickly hide faults from the auditor. It’s amazing how many clients our team have come across that have a really dim view of their certification body.”

Compliance is key in construction

Having an independently certified management system such as ISO 9001 (quality), ISO 14001 (environment), ISO 45001 (health and safety)  and PAS 2030 (home energy efficiency installation) is quickly becoming a must for those in the construction sector to gain contract awards and access funding.

Austin explains:

“Having worked as a consultant and lead auditor in the industry I have seen huge growth in the need for organisations to demonstrate compliancy across a range of industry standards.

We have developed a suite of certifications that meets the needs of this industry in particular, including ISO 19650 (BIM) to enable our customers to use one certification body that meets all of their needs.

It’s an exciting time for us all at Simply and we very much look forward delivering the best service to our construction clients.”
