PAS 2038

Why do I need PAS 2038?

The Government is working towards an objective to achieve net zero by 2050.

As part of this initiative there is a series of PAS standards to get existing building stock energy efficient. These include PAS 2030, PAS 2035 and PAS 2038.

The Government is proposing to introduce ratings schemes for buildings over 1000 square meters.

The first step will be to have mandatory disclosure of individual building ratings and if this energy performance does not improve, this may be regulated.

As a provider within the construction sector, getting ready for PAS 2038 now will ensure that you are ahead of the game. Funding schemes are likely and the Government may seek to make compliance to PAS 2038 a requirement when accessing these funds or contracts.

The process to gain PAS 2038

Gap Analysis

  • We expect that most organisations that will be applying for PAS 2038 will already have in place a QMS that meets PAS 2030 or ISO 9001. If this is not the case, get in touch with one of our trusted network of consultants.

  • In most cases our clients require a ‘Gap Analysis’, this is a shorter assessment and carried out remotely on your Quality Management System. This is not mandatory, but if you are not using a consultant and new to the standard, it would be good practice.

  • If you opt for a Gap Analysis, you will receive a report from our assessor that sets out where the gaps are within your QMS and what you will need to address before assessment for certification can start.

  • Once you are ready for assessment, complete our online application form for PAS 2038. This will collect relevant information around your business so that we can provide you with a quotation.

Head Office Assessment

  • After you have accepted the quotation and paid your invoice, our friendly head office team will be in touch to book in your head office assessment.

  • The number of days allocated to your head office assessment will depend on the size of your business, complexity of your projects and number of projects that you either have/or anticipate to have in the next 12 months.

  • The assessment will be either remote or carried out at your head office. It’s important that stakeholders who will be involved in delivering PAS 2038 can be available during this assessment. The Project Lead for projects will be key in attending the head office assessment.

  • The assessment will be recorded on our online portal and any non-conformances will be managed within the system to keep it simple for you. Any non-conformances that are identified should addressed and submitted within 21 days.

Project Inspections

  • Once your head office inspection is complete a sample of Project Inspections will be carried out. These are ideally at location so that the assessor can evaluate the organisation’s capability to utilise the PAS 2038 processes within the QMS in a live environment.

  • If you don’t have any PAS 2038 projects that are live, we will ask to conduct an assessment on a live project using a theory based approach so that you can demonstrate how you would apply PAS 2038 processes to it. This will allow us to carry out a capability and competency based route without having a PAS 2038 live project.

  • Once our assessor is happy that your organisation is demonstrating that they have the right competency, processes and understanding in place you will be issued a PAS 2038 certification. PAS 2038 is a 12 month certification.

    Recertification will be carried out before the end of the expiry date.
