How to achieve PAS 2030 Certification

In order to gain PAS 2030 certification you will need to ensure you have carried out preparation work that ensures that you meet the standard.

This falls into three key areas:

1. Quality Management System (QMS)

You will need to have in place a workable documentation system that stores all of your processes, procedures, company information, paperwork that details the relevant information per installation.

There are a number of ready made templated QMS systems that you can purchase or you can build your own around the standard.

You can also access our PAS 2030 resources and checklist which will provide you with more detailed information to what you would need in your QMS.

2. Competency

For PAS 2030 there are a range of energy efficiency measures:

B.1 Cavity wall insulation including that installed in party walls
B.2 Draught proofing
B.3 Energy efficient glazing and doors including replacement Insulating Glass Units (IGU)
B.4 External wall insulation
B.5 Flat roof insulation
B.6 Floor insulation
B.7 Hybrid wall insulation
B.8 Internal wall insulation
B.9 Loft insulation
B.10 Pitched roof insulation
B.11 Solar Blinds, Shutters and Shading Devices (internal and external)
B.12 Room-in-roof insulation
B.13 Insulation of existing park homes
C.1 Condensing boilers, natural gas- fired and liquefied petroleum gas-fired
C.2 Oil-fired condensing boilers
C.3 Flue-gas heat recovery devices
C.4 Heating system insulation(ducting, pipes and cylinders)
C.5 Heating, hot water system, air conditioning or ventilation controls and components
C.6 Hot water systems
C.7 Mechanical Ventilation with Heat Recovery
C.8 Under-floor heating
C.9 Warm-air heating systems
C.10 Water efficient taps and showers
D.1 Electric storage heaters (including electric warm air heating units that incorporate heat storage)
D.2 Lighting fittings, lighting systems and lighting system controls

For each measure you choose, you will need at least one installer per team to have the required qualification to meet the standard. For example for the insulation related measure at least one installer per team will need to have an NVQ Level 2 in Insulation and Building Treatments with the relevant pathway.

On top of this, you will need to demonstrate that all health and safety certifications are up to date and can be accessed and provided as evidence.

3. PAS 2035

PAS 2030 is interlinked with PAS 2035 which is the retrofit design element. To gain PAS 2030 the designs for the installation of the measures need to be be prepared in accordance with PAS 2035.

The assessor will be looking for evidence that this is the case.

Some organisations are provided the retrofit designs by their primary contractor who may have a qualified Retrofit Co-ordinator who have already fulfilled this requirement. Some organisations utilise external Retrofit Co-ordination services and some choose to have their own qualified Retrofit Co-Ordinator in house.

Assessment ready?

Once you have all of these elements in place, you will be ready for assessment.

PAS 2030 UKAS

In August 2020 Simply Certification was launched. Our mission? To be the certification body of choice due to our exceptional customer service and value lead approach.

After a rigorous and robust assessment process Simply Certification, were granted accreditation by the United Kingdom Accreditation Service (UKAS) just before Christmas 2021.

Ecstatic to become a UKAS accredited Certification Body

Managing Director Austin Gibbons explains;

“We are ecstatic to become a UKAS accredited Certification Body. The team have worked extremely hard and have demonstrated such passion and commitment throughout the process.

We are now able to offer our clients PAS 2030 accredited certification across a range of measures.

Our key mission is to grow within the construction, built environment and decarbonisation sectors which drives our product offering and focus on accreditation.”

Fresh bright and energetic

Alex Gates, Simply’s Co Founder and Director of Strategy and Marketing goes on to say;

“We were very fortunate to be able to start off with a blank canvas in terms the type of organisation we wanted to create.

We all came from the world of compliance and have a great understanding of the perception and frustrations organisations had when dealing with certification bodies, so it was our chance to launch a fresh certification service that would break this mould.

The fresh, bright, and energetic look and feel of Simply reflects the organisation’s inner core values and what our clients would expect when dealing with us.

The feedback we have received to date is fantastic. Our clients are experiencing great communication, an enjoyable assessment experience and feeling they are gaining great value – which is exactly what we set out to do.”

A range of certifiable standards

“We fully understand the frustrations that organisations have trying to maintain certification for a range of requirements.

I’m really excited as we offer a great range of certifiable standards such as ISO 9001 (Quality) and ISO 14001 (Environmental) alongside PAS 2030.

This is a great package for our customers to demonstrate compliance and best practice which opens up great opportunities under a range of funding schemes and contracts.”

The future

The business is going from strength to strength with new customers on-boarding every day. Austin concludes;

“As part of us establishing ourselves within the built environment sector we’ve been working with worldwide partners delivering ISO 19650 certification and launching our package of training, gap analysis and certification for PAS 2038 .

This is an extremely exciting time for Team Simply, we’ve achieved so much in the last 18 months and we’re really looking forward to an exceptionally busy 2022.”

PAS 2038 Webinar

With the launch of PAS 2038 in August of this year, we are hosting a free one hour webinar to help organisations gain an understanding to what the standard is and how you would go about gaining certification.

15 December 2021 @ 10am

The background

The objectives of government to work towards a carbon neutral UK, the energy that existing building stock uses needs to be addressed – quickly.

With the launch of PAS 2030 and PAS 2035, existing homes have been the main focus of funding and various schemes over these last few years.

The launch of PAS 2038 focuses on the commercial aspect of the retrofit of energy efficiency measures to existing commercial buildings.

What does this mean to your business?

If you are working within the construction sector and provide any sort of services to existing building stock  then it is likely that you should join our webinar.

Being compliant to PAS 2038 will ensure your business is equipped to meet a growing market. There are four great reasons why you should consider understanding more about PAS 2038 and adopting the processes to meet it:

#1 Gain a competitive advantage

This is a relatively new standard, and it is only early adopters who are currently underway with gaining and demonstrating compliance.

#2 Pre-qualification for tenders

The requirements to demonstrate that your organisation meets the standard is appearing in public sector and large private sector tenders already.

#3 Introduction of an Energy Efficiency Retrofit Offering

Introduction of a new offering around decarbonisation within your organisation will open up new opportunities.

#4 Decarbonisation within construction is a growing market

The opportunities for construction and facility management companies within decarbonisation are growing due to the drive of net zero.

The benefits to the adoption of PAS 2035 and PAS 2038 are vast for organisations that provide services around the enhancement of existing building stock.

Both standards cover the assessment and design of energy efficiency measures; PAS 2035 covers domestic buildings and PAS 2038 for commercial buildings. PAS 2030 is the installation aspect following on from PAS 2035 and PAS 2038.

The benefits of PAS 2035 and PAS 2038

#1 Sponsored by the UK Government’s Department for Business, Energy and Industrial Strategy (BEIS) the standards are seen as key elements in the fight against climate change. Any contractor that provides services around enhancing existing building stock should demonstrate their understanding and implementation of the standards.

#2 Having in place standardised outcomes of design processes across the business ensures a smooth handover process for the installation of retrofit of energy efficiency measures.

#3 Having in place processes that meet the standards provide greater internal audit trail of the project management processes across the assessment and design aspect of retrofit; enabling continuous improvement of the effectiveness of installation of energy efficiency measures.

#4 Implementing PAS 2035 and PAS 2038 reduces risk of internal and supply chain retrofit defects, therefore saving cost, resource and time across each project.

#5 Implementing the standards will promote cross skilling and up-skilling of the supply chain, enhancing resilience and quality throughout.

#6 Having in place the standards will demonstrate leading the way for de-carbonisation within existing building stock providing a competitive edge.

PAS 2030

Why would you need PAS 2030 if Green Homes Grant is no more?

The news over the weekend that Green Homes Grant applications will close on 31 March 2021 came as a disappointment for many. Especially organisations, who were triggered by the opportunity of GHG, and who had already invested in gaining the skills and implementing systems to meet the PAS 2030/35 standard.

PAS 2030 will continue to be a huge benefit

Let us put your mind at ease. There are a number of funding schemes. Green Homes Grant is just one of these.

Since 2006 there has been some form of funding to make homes energy efficient, and having PAS 2030/35 is still a requirement and will continue to be the case.

BEIS is still committed to ensuring a compliant, skilled and competent workforce

PAS 2030/35 is till here and is as important as ever. These standards underpin the requirements to get existing properties energy efficient, and although the specific scheme GHG is going, this is absolutely not the end of schemes or the need for PAS 2030/35.

Future proof your business – gain a competitive advantage

The decision to gain PAS 2030 should not be based on one particular funding scheme that has a 12 month shelf life.

Gaining this certification is a strategic decision that will help future proof your business as gaining certification will open up so many more avenues and benefits to be had:

1. Benefiting from being part of the drive to get the UK to become net zero by 2050

There is no getting away from this. The Government has a commitment to ensure all buildings become energy efficient to help meet its target of the UK becoming net zero by 2050.

How to incentivise the owners of the buildings/properties to do this is one thing the funding schemes are trying to achieve. So incentive mechanisms such as GHG will always evolve and change.

But being able to demonstrate competency on the retrofit of dwellings will always remain i.e. PAS 2030/35.

2. Larger public sector and private sector contracts

PAS 2030/35 is quickly becoming a key requirement for installers to have in order to gain work on public sector contracts. The standard is recognised as best practice to ensure a retrofit is energy efficient. If you don’t have the standard then you will not qualify for opportunities like these.

3. Having a quality management system and highly competent installers will help your business flourish

In order to gain PAS 2030 certification you have to ensure your businesses functions are robust. That you are able to record feedback and continually learn and improve.

A QMS that meets the PAS 2030 standard will allow you to monitor the process from start to finish.

Your team will need to be qualified and demonstrate high degrees of installation.

All of these factors lead to a robust infrastructure of a business – leading to high levels service.

4. Incentives

We wanted to put this last, as it shouldn’t be the only driver as all of the points above also provide a strong case to why you should implement PAS 2030/35 and gain certification for the standard.

As mentioned earlier, GHG is only one pot of funding. Currently there are also ECO3 and LAFlex that can be accessed – and in the future there is a strong possibility more will be launched.

Don’t wait, be ready… get PAS 2030/35

No doubt funding pots will come and go as the Government try and come up with new workable ways to incentivise the public, landlords and business owners into making their properties energy efficient.

The one staple will be PAS 2030/35 which enables them to achieve it. So if you haven’t already gained certification, now actually is a really good time to start!
