On 23rd August competition guidance was released by BEIS for wave 1 of Social Housing Decarbonisation Fund.

The 2019 Conservative Manifesto includes a proposal for a £3.8bn Social Housing Decarbonisation Fund over a 10-year period, to improve the energy performance of social rented homes (subject to future spending reviews).

The Government has announced up to £160m for the first wave delivering to January 2023 which registered providers of social housing are eligible to apply. Any private registered providers can apply as part of a consortium led by a Local Authority.

The requirements

  • The requirements will be that all installers are required to be TrustMark Registered or equivalent, and compliant with TrustMark requirements (PAS 2030/MCS certified).
  • All projects must be compliant with the most up to date PAS 2035:2019 “PAS 2035 Retrofitting dwellings for improved energy efficiency. Specification and guidance” (PAS 2035).
  • Installers must have appropriate certifications for eligible measures to qualify.
  • Low carbon heating installers must be registered with Trustmark or equivalent, and be certified with relevant MCS standards.

PAS 2030/35 Technical Assessors

We are looking for a number of assessors across the UK to join our team to provide head office and technical assessments for Insulation, Gas and Electrical installations under PAS 2030/35

We would be looking for the following competencies:

  • Evidence of training within PAS 2030 such as an Awareness Course
  • GDA or DEA or Equivalent Course (Retrofit Assessor)
  • Lead auditor training
  • Relevant qualifications for measures required
    • Gas – Gas Safe Card
    • Electrical – 18th Edition and ECS Card
    • Insulation – NVQ Level 2 in Insulation and Building Treatments
    • Glazing – NVQ in Glazing and FENSA  Registration
  • Minimum of two years’ experience within Eco Industry
  • Minimum of two years’ experience inspecting, assessing or technical monitoring

ISO 9001/14001/45001 Assessors

We are looking for a number of assessors across the UK to join our Management System team. We are looking for cross competent auditors to help our customers streamline audit programs across the three standards.

Ideally we are looking for the following

  • Relevant subject degree
  • IRCA ISO Lead Auditor
  • Prince, APM, Six Sigma
  • Have a varied breadth of industry sector experience, ideally across the relevant EA industries
  • Minimum of two years’ experience conducting certification audits
  • Two additional years’ work experience in the operation or assessment of relevant Management Systems

We are looking for a number of assessors that can carry out remote audits for ISO 19650. We are looking for existing BIM consultants/trainers with in-depth knowledge to become an assessor against the ISO standard.

PAS 2030

Why would you need PAS 2030 if Green Homes Grant is no more?

The news over the weekend that Green Homes Grant applications will close on 31 March 2021 came as a disappointment for many. Especially organisations, who were triggered by the opportunity of GHG, and who had already invested in gaining the skills and implementing systems to meet the PAS 2030/35 standard.

PAS 2030 will continue to be a huge benefit

Let us put your mind at ease. There are a number of funding schemes. Green Homes Grant is just one of these.

Since 2006 there has been some form of funding to make homes energy efficient, and having PAS 2030/35 is still a requirement and will continue to be the case.

BEIS is still committed to ensuring a compliant, skilled and competent workforce

PAS 2030/35 is till here and is as important as ever. These standards underpin the requirements to get existing properties energy efficient, and although the specific scheme GHG is going, this is absolutely not the end of schemes or the need for PAS 2030/35.

Future proof your business – gain a competitive advantage

The decision to gain PAS 2030 should not be based on one particular funding scheme that has a 12 month shelf life.

Gaining this certification is a strategic decision that will help future proof your business as gaining certification will open up so many more avenues and benefits to be had:

1. Benefiting from being part of the drive to get the UK to become net zero by 2050

There is no getting away from this. The Government has a commitment to ensure all buildings become energy efficient to help meet its target of the UK becoming net zero by 2050.

How to incentivise the owners of the buildings/properties to do this is one thing the funding schemes are trying to achieve. So incentive mechanisms such as GHG will always evolve and change.

But being able to demonstrate competency on the retrofit of dwellings will always remain i.e. PAS 2030/35.

2. Larger public sector and private sector contracts

PAS 2030/35 is quickly becoming a key requirement for installers to have in order to gain work on public sector contracts. The standard is recognised as best practice to ensure a retrofit is energy efficient. If you don’t have the standard then you will not qualify for opportunities like these.

3. Having a quality management system and highly competent installers will help your business flourish

In order to gain PAS 2030 certification you have to ensure your businesses functions are robust. That you are able to record feedback and continually learn and improve.

A QMS that meets the PAS 2030 standard will allow you to monitor the process from start to finish.

Your team will need to be qualified and demonstrate high degrees of installation.

All of these factors lead to a robust infrastructure of a business – leading to high levels service.

4. Incentives

We wanted to put this last, as it shouldn’t be the only driver as all of the points above also provide a strong case to why you should implement PAS 2030/35 and gain certification for the standard.

As mentioned earlier, GHG is only one pot of funding. Currently there are also ECO3 and LAFlex that can be accessed – and in the future there is a strong possibility more will be launched.

No doubt funding pots will come and go as the Government try and come up with new workable ways to incentivise the public, landlords and business owners into making their properties energy efficient.

The one staple will be PAS 2030/35 which enables them to achieve it. So if you haven’t already gained certification, now actually is a really good time to start!

 

 

 

 

PAS 2030 Awareness Course

A two day PAS 2030 awareness course – that provides candidates a fast track to gain knowledge of the standard and how to implement and maintain it – has been launched today by Simply Certification.

In partnership with Eco Academy, the first course will be delivered across two days starting the 10th November 2020.

Green homes grant scheme

From 28 August 2020, homeowners and landlords can find out how the government’s new Green Homes Grant Scheme can help them to make their home more energy efficient via the revamped Simple Energy Advice Website.

The Simple Energy Advice Website, provides help and advice to the public on how they can get up to two thirds of the costs of energy efficiency improvement measures in their home.

The new push and website will drive more interest towards having a much more energy efficient home via the Green Homes Grant Scheme. This will lead to a push in the sector for more trades people to gain their PAS 2030 certification; in order for them to be able to carry out the installations under this scheme.

PAS 2035

PAS 2035 is a standard, not a certification

We get many enquiries asking how to gain certification for PAS 2035.

That’s the first main misunderstanding. PAS 2035 is a standard, however it is not a certification.

The reason behind PAS 2030:2019 and PAS 2035

Existing properties in the UK are the least energy efficient dwellings in Europe. With more than 50% of existing properties being built before 1965, the Government and large energy providers recognised that funding would be required to encourage home owners to make their properties more energy efficient.

This ‘Retrofit’ scheme needed to be created to ensure that funding would only be used on high quality installations, therefore PAS 2030 was introduced.

What is PAS 2030?

PAS 2030:2019 is the latest standard that was released in July 2019, with only a small number of certification bodies, including Simply, offering certification.

The standard sets out a range of requirements that need to be met to gain certification. Having this certification then allows installers to register onto the Green Deal Orb. Only if you are listed on the Green Deal Orb can your customers benefit from the Green Home Efficiency Scheme, which a property owner can get up to £5,000 of funding towards the cost of a new installation.

What is PAS 2035? 

In a nutshell it is the specification and guidance to the retrofitting of dwellings for improved energy efficiency. Every installer, to gain PAS 2030:2019 needs to demonstrate their ability to have a ‘whole house approach’ i.e. be able to plan an installation that considers the whole of the house; there is no point in getting a brand new boiler if the windows are performing poor.
